The primary objective of UPSSSC is to select and recommend candidates for direct recruitment to Group ‘C’ (non-technical) and Group ‘D'(non-technical) posts in various departments, boards, and corporations under the state government. It conducts examinations and interviews for these positions, evaluates the performance of candidates, and recommends the most suitable individuals for appointment. The recruitment process is conducted on the basis of:

2. Examination only
3. Examination and interview only
4. Screening tests and interviews (if needed)
5. The preliminary examination, main examination and interview (if needed)

UPSSSC conducts Preliminary Eligibility Test (PET) for the selection of candidates for various Group B & C posts including but not limited to the junior assistant, stenographer, clerk, conductor, forest guard, village development officer, revenue inspector, agriculture technician, lower subordinate, pharmacist, and lab technician.
